This particular council desperately needs to win friends and to influence people at this time, but it seems to me their in-built attitude which leaves much to be desired will prevent them from doing so. We are reminded at this time of year that a dog is not just for Xmas, but neither should be goodwill to all men (humankind, to be PC).
